Yeah...I was in LA a couple of months ago on business and it really is a shithole...plenty of high-rise glass, but down on the street, it looks like a third world country..

The problem is that there is not enough low cost housing. Real estate developers get a higher profit in land use with higher cost housing developments. Land in and around LA is expensive. We can only expect capitalist to invest where there is the most profit.
