You mean kind of over-policing like how The Justice Department and Eric Holder set policies for District Attorneys and arresting officers not to weigh or record the actual amount of drugs seized from minority suspects?
That way Congressional legislation requiring mandatory sentencing for drug offenses does not apply to the charges and therefor disproportionately affect minorities.
