Whether it is in response to anticipated demand, realized demand, or any other reason, you still end up with businesses creating jobs.

No matter their motivation in doing so, businesses actually create the jobs. All the demand in the world won't do any good if you strangle the businesses that are actually doing the hiring.

Hiring is NOT creating. Hiring is filling the need caused by demand.
