Does Democrat policy still ‘work’ in predominantly white municipalities, cities, states?

Look at much of New England for examples.
Low crime, low unemployment, few on welfare, fewer abortions...etc etc
What is the tale being told here? What is it about Dem policies when combined with a minority population that causes the failures?

I grew up in mainly a poor white community where a lot of people lived in trailers, we would be called poor white trailer trash by the middle and upper classes. The majority of us always voted Democrat.
