The military is as corrupt as the 3 branches of government. I'm currently reading the book by A-10 pilot Thomas Rempfer, "Unyielding". He tells the story of the DoD and the Anthrax mandate during the Gulf Wars. It's very interesting. DoD has been experimenting on troops for decades.
