First barf was they thought it was an officer. Their scopes disallow that sort of misidentification . Now it’s some crap about the slope of the roof . Next it will be the Heat Index was too high.
What kind of dunces have the shooter right over top of them yet are clueless from the inside and outside??

Is it established procedure that someone aiming a gun at Joe Biden can’t be shot until after he fires first ?

There are only two things to consider. Either the Secret Service/FBI is staffed with dangerously incompetent fools or someone or some part of the Biden administration is guilty of treason and murder. So far the investigators who happen to be the suspects hold all the evidence so we aren't likely to find out the true story until some whistleblower spills the beans and in that case he or she isn't likely to live long enough to testify.

Watch how the Secret Service handled that. The shooter was in the crowd, but only got off one round before being swarmed while other agents dogpiled Reagan and had him in the beast in under a minute while completely screening him from further harm. The video is out there, go watch it.
