Did the DOJ order the FBI to not protect the Terrorist Apartment?

This reminds of the Benghazi consulate being left open to the wind after 4 Americans were murdered. This is crime scene 101, you secure the scene. But in both the Benghazi attack and now the San Bernardino attack we have crime scenes that are treated with such irresponsibility it makes no sense. Now any evidence that may have remained is potentially compromised just as it was in Benghazi.
