The question isn't whether he did, it is WHY. At least IMO it is.

Sure he did, he went as far left on the immigration issue to Ted Kennedy territory. Bush calling a blanket amnesty program an "undocumented guest worker program" fooled no one, he openly criticized the Minutemen, and his "virtual fence" was viewed as it actually was, meaningless, cynical, pandering to his already-alienated base.

To a lesser extent, the Democrat party was too extreme for their own base on this issue, amnesty is/was unpopular with virtually every sector of the voting populace, but they had nothing to lose, the GOP did, its majority.
