Munich was truly a spy fortress of NATO vs Soviet Moscow back in those days. Generals Helen operation + English Mi-6 and CIA was stationed there permanently during Cold War. So it would be fair to say that from Soviet intelligence perspective it was their top-3 target city in Europe. Alongside Bonn and London. Also, in Munich they had detention centre for all the defectors coming in from the East. Despite OUN in exile was largely stationed in Munich, their prime handlers were Britts (as far as my research knowledge is concerned), not the hasn’t been existed yet BND or American CIA. Operation “Aerodynamic” and few others, in Baltic countries included, was run by Mi-6, probably with some help from Americans.
