The "empower project" was cancelled 4 days after the flood.

You link said the communication system that was in place at the time of the flood broke down, shouldn't it be replaced with something else? Why continue paying for something that obviously isn't working?

Great OP writing from someone who looks to still be in HS. Thanks for the archive link. Here's more detail about the effects of cancelling the "empower project":
Although the press release calls BRIC a “wasteful, politicized grant program,” investments in hazard mitigation programs are the opposite of “wasteful.” In fact recent studies have shown that flood hazard mitigation investments return up to $8 in benefits for every $1 spent.

If you read both, you'd know the second article didn't even mention the grant. The second was about a guy that took the retirement. My question on that article, is who would assume that guys communications duties when he was on vacation, before he retired? If no one was trained to do that, it would be a major problem.

Turns out it was a major problem, whether taking vacation or pressured into retirement.

That is yet to be determined, were they not trained, or did they just not do it? We know for a fact that they were at 250% of normal staffing.

There were no technical issues....the staff at the weather station was more than doubled......a warning was given out 12 hours in advance, there was a warning given out 45 minutes before the disaster......the problem was it happened so fast, in the middle of the night....
