Except that there was a time when stealing a loaf of bread in England got you shipped to Australia.

And in 2022 America, store owners and the cops are told to ignore "minor" shoplifting.

Who would want to open a store in such areas?

Heck! Even in nice areas here in Los Angeles, Starbucks has closed some stores because of unnice people causing trouble.
