Markets seek cheap manual labor for mass-produced goods, not some secret cabal of mustache-twirling 'evil' businessmen in smokey back rooms. And H-1b Visas specifically prohibit paying below the prevailing wage for similar work. Unskilled American workers won't work for what unskilled workers elsewhere will, and we have a significant shortage of Americans qualified to do many high-skill jobs. It should be a matter of "put a man on the moon" national urgency to address this shortage. In the meantime, the government should do its damn job by really stopping illegal immigration so as to give unskilled Americans a shot (or at least first shot) at what jobs there are for such workers, and make it easier for highly-skilled and specialized workers to come here from all over (or stay here after earning advanced degrees) and become citizens. That's where we need the 'pathway to citizenship,' not on the bottom rung.
