Rubio mentioned and he's quite correct that pre-notifying Congress and such an event would endanger the mission and the people carrying it out. Let's face it pre-notification would be tantamount to calling up Maduro and telling him we're coming today for you.

The Democratic lawmakers would have been tripping over themselves trying to get to the hotline phone..... For the honor of being the first to tattle.

There's no question of this.

Under Article II of the Constitution, Trump has no legal requirement to pre-notify anyone. They have passed legislation that says he must report his action within 48 hours of initiation.

He did exactly that.
 
Let's remember that General Milley pledged his allegiance to Xi Jinping promising to notify him of any impending military operation by the US. Democrats work for the benefit of our enemies, they prove it every day.
