Rubio mentioned and he's quite correct that pre-notifying Congress and such an event would endanger the mission and the people carrying it out. Let's face it pre-notification would be tantamount to calling up Maduro and telling him we're coming today for you.
The Democratic lawmakers would have been tripping over themselves trying to get to the hotline phone..... For the honor of being the first to tattle.

Rubio says administration notified Congress after grabbing Maduro
Secretary of State Marco Rubio said the administration called Congress immediately after Saturday’s military operation to capture Venezuelan dictator Nicolas Maduro and his wife, saying the White House was afraid of leaks.
