If the DEMs have a 2/3 majority - they don't need to kill the filibuster. A 2/3rd majority is 66 votes, it only takes 60 votes to invoke cloture and end debate allowing a bill to be passed with a simple majority.

And the rule change to suspend (one time or permanent) the filibuster rule only takes a simple majority (50+1), not a supermajority.
