Abuse of power is pardoning a criminal for personal reasons, telling the AG to ignore laws, using the IRS as a personal Gestapo, and things of that nature, affecting large numbers of people.

Even noting the worst, his activities with Lewinsky did not warrant a President leaving office.

The only reason why Democrats are reacting with feigned outrage over this is because they want to be able to show the same sort of outrage any time one of Trump's adventures comes to light.
