I understand. But, my opinion on grand juries, is a skilled prosecutor can often get a grand jury indictment, based on selective presentation to the grand jury, and lack of defense. This is how harassing charges get as far as they do before getting kicked out by a judge at trial level or appellate.
Sure they can, but they still need SOMETHING and there hasn't been any real reason to think they even have that much on Waltz.
