It is because he will be charged for perjury if he testifies. Unless the DOJ gives him immunity. They can lie all they want to outside of the courtroom. But you will get in trouble if you lie inside of the courtroom while under oath. And then it will become publicly known that this whole entire impeachment inquiry is a lie. and that is what they don't want.
