Precisely! The fake registrants can't vote the first time without ID, and can't ever vote absentee ballot, without ID.....

So this isn't voter fraud per say, but it is voter registration fraud.
An outside hired party for registration drives....who are paid by the registrant or their employees are lazy bums trying to pretend they were working....

It does nothing as far as voter fraud, checks and rules catch it, and stop it....
