If so, how could you know this?

25 Years ago I was working with an Iranian guy who said quite honestly, "America has a weapon that the ray flies across a country and blinds all of the citizens, making it impossible to fight them".

Well, perhaps such a weapon exists. Its the rumours, 95% of them fake which resonate

It's like the Mossad who have the opinion that all of the crazy stories of their spycraft that their enemies spread are welcome by them even if outlandish (such as they can block out the sun, they use pigeons to spy on their enemies etc) because it keeps their enemies paranoid.

There is some value in that. It could backfire by forcing them to work harder to counter such non-existent threats, but, the tradeoff for them not wanting to test them is worth it.
