She explains it here:
The hosts states that the Deep State started under Obama, but Gabbard argues that it was there as far back as Bush the Younger and his being pushed into the Iraq War by faked intelligence assessments that "found something a that was not there" in the words of James Clapper.
Meanwhile, many question whether the "Deep State" is even a thing.
It depends on how "Deep State" is defined. If it means an organized secret group within government that conspires to run the country counter to the wishes of the people as expressed through the leaders we elect, I'd say no.
If it means people with long careers in government, who see themselves as the "real government" regardless of who is elected, and who actively work to thwart the current Executive and Congress, and to push their own agendas, then yes, it is clearly a thing.
It is not a pyramid with a leader at the top, but more of a multi-headed snake, or a loosely connected people working alone or in small groups.
Gabbard brings up Vindman, one of the worst examples that has come to light of so-called public servants who believe that they have such superior knowledge, experience, and or motivation that they should run their slice of the state as they see fit.
