This is an important question for all of us sitting here at our computer screens. Just who will control how we exchange ideas and gather news/information? The reference to “international governance” of the internet worries me.

Think the very nature of the internet suggests no control. Can limit access to it locally/nationally like as was done during Egypt's Arab Spring, or disable communications as police did at BART years back to combat a protest, but the internet is still there. Trying to control and regulate it is like trying to catch fish with your bare hands. Possible, but not practical.

A New York DA got all the free porn removed from Usenet many years ago trying to fight pornography. But all he did was create a capitalist enterprise providing access to those very same newsgroups on private servers. So instead of free usenet porn, now it's for a few bucks a month. Same as when governments try to regulate the internet on the whole, private individuals simply create private nets users can access. Can regulate the free internet to your heart's content, but the more ya do, the more private people will make for -profit internets available.

As was depicted in "Terminator:Judgement Day" with no central core for Skynet, there's no single computer center anywhere that houses the internet for you to control it.

And by the by, while googling the title to make sure I had it right, is mention of an upcoming "Terminator:Genesis."
