If you look carefully at the tweet, it doesn’t claim that Byrd received that money. This is what Sperry said:
MD. rec's $190m in HHS day-care funds.
That says that Maryland received $190 million in HHS day care funds.
Yes, this is an example of how people can be made to jump to conclusions. If you put two things next to each other, people assume they’re related.
