Labor supply does not equate to job creation.
If you import a bunch of criminals into an economy you get a criminality economy.

But citizens are not going to get the lowest wages for those jobs either. They also will perform better quality work than illegals because citizens can read and write English. Not much English skills are necessary....but procedures will be followed primarily over the production requirements.
