Infrastructure is paid for at the state and local level by concerned citizens who elect city councils and county commissions to levy property tax and school taxes and such. It's not a responsibility of the Federal government or a bunch of knee-jerk liberal reactionaries with a vision of Utopia dancing in their heads.
