No. Americans love locking up brown and black men because then they lose their rights to vote. Locking up drug addicts as criminals does nothing to end the drug problem.

But prohibition caused catastrophic problems for the entire country that over shadow any positives that may have come about.

That seems rash. I don't even know how that would be accomplished.

Besides- it didn't work during prohibition. Many people were harmed, paralyzed or blinded by booze mixed with some a lot of crap that didn't belong in booze. But people did not stop drinking.

Let a drug dealer off if he agrees to pass out lethal drugs to his clients. Order him to go to a Blue State after his human-debris clients are wiped out. Once there, he will be able to use part of his wealth to bribe the police.
