What’s worse is that the Chicago Mayor would rather put his efforts in a pissing contest with Trump vs trying to bring down crime and shootings in Chicago himself.

I think the issue is more serious than that. An official is emboldened enough to go against federal law enforcement and he seems to not care at all and not only that, it seems that there isn't anything that the agency in question or the president can do about it. Yes they are guilty of obstruction of justice and also of violating section 1324 title 8 which makes it a federal felony to encourage illegals to live here.
