I'll take your word for it I'm really not an expert in state by state finances. Certainly investing in better education is always worth the effort.
The progressive lean that has been imbued upon the education system over the past 25 years has not been an improvement to it that much I know.

I know a guy who used to work in Mississippi elementary schools, he had to have two jobs because they couldn't be bothered to pay a living wage. A guy with no kids, no wife, just him, couldn't afford to live on that job.
