Trump does need to be indicted or impeached, or both. Why? Because, if you let Trump cheat the country out of a fair election, then get immunity for that cheating, that is the biggest crime the U.S. Congress could impose upon the citizenry of this country. Joaquinn Castro just mentioned this. And he is right. You allow an illegitimate president dictate policy against the will of the people. There are huge ramifications by allowing Trump to hold office who got there illegally.

No election funds were used. She was paid to keep quiet and that silence was deemed a contribution of value to the campaign and should have been reported as a contribution. It was not and Cohen plead to not reporting in accordance with Campaign finance law.

The POTUS can be impeached for any reason the Congress wants to impeach him. The only check on that is the Senate in deciding whether or not they want to remove him. There is no judicial review and the Congress is never obligated to impeach him and the Senate is never obligated to remove him.
