No, it was due to the fact he ran a shitty campaign and tried to distance himself from Clinton. Had he embraced the Clinton legacy fully, and utilized him fully as a campaign weapon, he'd have beaten Dubya so bad that no amount of cheating by Jeb would have helped.

Why couldn't he? Clinton was more popular than any other president at that point.
If anything, biting the hand the fed him made him look like kind of an ingrate.

You're confusing Clinton's job approval with his personal approval. While the former was in the 50s and low 60s, his personal approval was 35%. Gore knew he was poison. but was still tainted by Clinton. That's why he lost.
