I think the reality is that some illegals do vote in our elections. They get the driver's license and check the box that says they are an American citizen which in some places goes unverified. The actual number might be small, but in a tightly contested election could swing the result to the wrong person. Witness Al Franken's election win in Minnesota some years back, yeah that Minnesota.

In the USA, 14 states do not require voter ID in elections that have federal consquences.

That is what Trump's EO remedies.

Historically, when congress failes to act, the President has Exectuive Authority to do so.

Can it be overturned by the next President? Sure. But for this coming election, proof of citizenship is required.

At this point the response will probably be that it will appealed and the appeals court or SCOTUS will side with President Trump dispite what the Constitution actually says.
