It's hard to be sure but I believe she was referring to the dissemination of misleading or false information relating to campaigns via Social Media platforms not suggesting that citizens be barred from communicating with one another using those tools.

Of course the gullibility and ignorance of the American Public isn't something that can be legislated out of existence and the last thing we need is government regulating the content on the Internet so it's just something we're going to have to live with until the Social Media companies can come up with an effective means to police content that doesn't involve censorship.

Democracy only works if the populace is accurately informed. The media, even at it's most partisan, feels it's under an obligation to get the facts right. If they don't, they can be sued, they can lose face when they have to issue retractions, the FCC can impose sanctions. Just ask Dan Rather and his attempt to smear Bush with false documents.

There's no such obligation on the idiot who posts fake news on Facebook. They can post complete and total lies, Facebook takes no responsibility for it and neither can we hold the people doing it responsible. That's why Russian interference and a million Russian twitterbots was a big deal.
