I just don't know about that stuff when either side says that. Individual people (for the most part) decide if they are running for an office or not and the people already in office generally decide if they are going to run again. Then they have primaries and a general election. The party apparatus doesn't usually decide who is going to re-run or who is going to run. Biden decided he was going to run again and the whole party was involved in the cover up once he decided that. That's my way of politely saying that I respectfully disagree with your analysis.
