Well, I feel it would be better to improve AI... send robots up there to do tasks such as exploration, mining and building future habitats for humans perhaps, but initially it would be
pretty difficult and costly to build living spaces for humans up there and actually be functional.
Keeping humans alive and then needing to send them back to earth seems like a huge expenditure.
