It was not the first time that he had resisted deportation - but he was still allowed to stay in Germany.

Because an instruction from the Lower Saxony State Reception Authority to the Federal Police at Düsseldorf Airport, which is available to “Bild”, states: “If the person concerned refuses to board the plane or tries to resist deportation in another way (active/passive resistance), he or she can be released and return to the accommodation assigned to him or her independently.” If “the deportation fails”, the Federal Police will be asked to “send the deportation documents to the responsible immigration authority”.
Official stunned: "Bureaucratic madness", rule of law "reduced to absurdity"
The deputy chairman of the Federal Police Union (DPolG), Manuel Ostermann, told the newspaper that the rule of law was "reduced to absurdity". "The whole thing becomes even more absurd if the violent person is then left at large. This reality shows Germany's helplessness." Not only the people who live in Germany suffer as a result, but also his colleagues, "who have to pay the price for this madness".
According to Ostermann, the Ivorian had already resisted deportation several times. "That is precisely why we had to release him again, absurdly, on the orders of the immigration authorities. And that was the only way he could now attack and injure my colleagues."
