Virginia is a pretty "safe" state in that regard.

About the worst we get is when the remnants of a hurricane stalls in the mountains and gully-washes away a mountain community.

CA is always dealing with something that they expect the taxpayer to bail them out on.....Much like FL it hits us all in the form of increased insurance payments.

But hey, lets build and let tinder-dry brush sprout-up all around the place or in a hurricane prone coastal area....What could go wrong?

I suppose it depends on what you mean by feed themselves, but Virginia has very little oil production---just a few thousand barrels per year and falling out of some residual wells--so that would be a hitch out of the gate. The tidewater and NOVA areas could survive on cannibalism for awhile I suppose, but it would be hard for the rest of the state to produce enough food for everybody.
