No, Pinochet is definitely NOT Chile’s national hero!
Pinochet’s name is despised worldwide, but still celebrated in the USA by many Trump supporters here — who dream of a return to “Murder by Helicopter.” The CIA and American ESTABLISHMENT helped Pinochet come to power. These pro-Trump assholes (certainly not the majority of Republican voters) want to bring home the “Dirty Wars” of bloody dictators like Pinochet & General Jorge Videla of Argentina.
The “Pinochet Constitution of 1980,” which gave cover to Pinochet to run the country as a “civilian” as well as military dictator for eight more years — when another “referendum” was scheduled — was actually amended
after Pinochet unexpectedly lost his 1988 referendum. The return of real “democracy” began in 1990. Almost 30 years of economic development followed, during which first a liberal Christian Democrat and then several moderate socialists (Ricardo Lagos and Michelle Bachelet, both of whom had earlier been exiled with 200,000 other Chileans) were elected. The return of conservative rule under the “richest man in Chile” in 2018 led to the recent troubles and this new vote.
Rightwing academics supporting the now discredited Milton Friedman “monetarist” school of economics have profoundly misrepresented the supposed “success” of Pinochet’s dictatorship. The “Chicago Boys” reforms were not really introduced until 1975, and by 1982 the Chilean economy was again in crisis, with “official” unemployment climbing to 24%, banks collapsing, and several key monetarist advisors dismissed. Of course conditions under the near civil war Allende years had also been terrible. But by 1980 even the Catholic Church had turned against Pinochet. As early as 1975 Pinochet himself was persona non grata at the funeral of Franco in Spain and most everywhere in Europe. In 1998 he was indicted and arrested in London. Pinochet’s secret police had blown up a car carrying a brave ex-Chilean general and Allende loyalist along with his U.S. aide in downtown Washington D.C.
The new Constitution has yet to be written and approved, and will likely be no panacea. Most major “socialist” (really Social-Democratic) parties have also lost support among the young people who have been in the streets against the policies of the conservative government, but they are likely to do well in the next elections.
Chile’s long term economic prospects are good, provided it adopts intelligent reforms. Even more crucial for Chile: Its companies must not be prevented by the United States from continuing to trade freely with its biggest customer — China.
