I think this is more of a statement of condemnation of Musk behavior who seems to be determine to destroy Twitter or make it into something very differ. I don't think Musk knows exactly what he plans to do with it. CBS and other news organizations use Twitter in very limited ways, primarily as an added means to disseminate their own material. Both the sharing of outside content and engagement with followers are rare.
Unlike other multibillionaire entrepreneurs, Musk has never purchased a major company and operated it before Twitter. He currently runs Tesla, SpaceX, and two startups. He knows how to build companies from scratch but does he know how to manage a large mature business built by others. What he has done so far indicates he doesn't.
Typically buyers of major companies that are going to be run as an independent company leave top management in place as well as most of the board members. Musk dissolved the Board of Directors, got rid of the CEO, who was hand picked by the founder, the CFO, who is one top men in his field and a number of department heads. Musk then dumped 50% of staff leaving 3700 and now it looks like 1200 to 2000 are going to resign.
The question is who is going to keep Twitter running while Musk figures out what to do with it?
