Hey, I thought it was a cool illusion. And...............fwiw............if you look really close, you will see that it is a female. The person on the stump has breasts.

It's a work of art created by Johannes Stötter. That sort of thing -- humans painted to look like other animals -- is typical of him. He's got a "thing" for nudes, camouflage, and bodypainting and his three interests combine in his art. (Yet another innovative individual who does what everyone should do: pursue what captures one's interest, get very good at doing it, and then make a living doing it.)
I suspect it's a naked woman camouflaged to look like a scarlet macaw. (Woman because Western culture goes "bonkers" over exposed penises, even VPL however well camouflaged they may be.) IIRC, that image is some two (?), three (?) or more years old.
