Yes, as a matter of fact it CERTAINLY is. Notice that RACE is not a factor there but poverty is. Interesting that your original statement was about BLACKS being treated differently. That is the problem, it not the race but the socio-economic status that causes them to be targeted. Targeted really is an incorrect way of stating this though. It is less being targeted and more about those people avoiding being in a situation where they could be picked up by the police.

There is more there as well. It is not the wealth banker that is robbing and causing harm with possession, is it? Why would they bother to target that individual? They couldn't if they wanted to anyway - the transaction and use is likely all done in a private home - a place where the police simply cannot go and arrest you without a warrant to search the premises.

The poor man, OTOH, is normally conducting their 'transactions' on the street - an easy place to be caught, searched and jailed.

IOW, this is more than police targeting but an extension of simple resources. There is really nothing to be done about that. Really, the solution is making simple possession LEGAL and poof - that whole problem goes away.
