If you're trying to equate auto insurance requirements to health insurance requirements, you're barking up the wrong tree. Driving is a privilege that can have an adverse effect on other innocent drivers, hence the requirement--if you don't drive, there is no requirement. Conversely, if you don't visit a doctor, why should you be required to have health insurance? What adverse effect does it have on anyone else?
