Can they be tried for 'Manslaughter' / 'Negligent Homicide'?

IG Report: 100 Died While Waiting for Care at Los Angeles Veterans Affairs - Breitbart

A new report by the Veterans Affairs (VA) Office of Inspector General has concluded that more than 100 veterans died while waiting for care at the VA Greater Los Angeles Healthcare System (facility) hospital from October 2014 through August 2015.
The deaths happened months after the broader VA scandal had already exploded in the national media. Secretary of Veterans Affairs Eric Shinseki had already resigned over the scandal in May 2014.

For the period October 1, 2014 through August 9, 2015, we identified 225 deceased patients who had 371 open or pending consults at the time of their deaths or had discontinued consults after their deaths.

Of the 225 patients, we found 117 patients with 158 consults experienced delays in obtaining requested consults. We substantiated that 43 percent (158/371) of consults were not timely because providers and scheduling staff did not consistently follow consult policy or procedures.

“VA negligence can be a matter of life or death,” CVA policy director Dan Caldwell said in a statement Thursday."


The article goes on to point out that CONGRESS has STILL NOT fully addressed and resolved this issue.

Veterans Affairs pays $142 million in bonuses amid scandals

"The Department of Veterans Affairs doled out more than $142 million in bonuses to executives and employees for performance in 2014 even as scandals over veterans' health care and other issues racked the agency."


While Vets were waiting for critical health care - while Vets were DYING waiting for health care, Bureaucrats like Shinseki were getting paid bonuses.

100 (ONE HUNDRED) Vets dies in LA alone because of the criminal negligence of the VA - people like Shinseki.

So my question is, WHY CAN'T / AREN'T POSes LIKE SHINSEKI BEING BROUGHT ON CRIMINAL CHARGES FOR MANSLAUHGTER?



ACCORDING TO THE LAW,
'INVOLUNTARY MANSLAUGHTER' IS DEFINED IN THIS WAY:

"Involuntary manslaughter usually refers to an unintentional killing that results from recklessness or criminal negligence, or from an unlawful act that is a misdemeanor or low-level felony (such as a DUI). The usual distinction from voluntary manslaughter is that involuntary manslaughter (sometimes called "criminally negligent homicide") is a crime in which the victim's death is unintended."

'Killing that results from recklessness of CRIMINAL NEGLIGENCE' - If that is not what happened to these Vets I don't know. They did not simply 'DIE', they were abandoned to die. Medical care was WITHHELD from them, resulting in their deaths.

EX-VA employees and top VA Employees (Managers) who were involved in the deaths of Vets in this manner should be arrested and charged. If the government (local/state/federal) does not act to do so the families of those vets who died should ban together and file criminal charges against those involved, like Shinseki.

They deserve justice for lost loved ones, and such a move would elevate the problem AGAIN to the same Congress that has STILL not resolved this issue. Politicians in Congress may not be able to be arrested for the deaths of these Vets, as they had no legal part in their deaths, but they can sure be voted out of office. Once they see VA Managers being brought to justice legally and are reminded they can be voted out, maybe then they will follow through with fixing the VA.
