I think you're misunderstanding this metric. By nature, people do not want to be the first on their block to get anything. If something new comes out, people are naturally going to want somebody else to be the first to try it. In the case of the coronavirus vaccine, they won't for example, want to see people dying from a new vaccine that supposed to prevent a virus that can bring about death.

Let's not sink into anti-vaxx lore here. There is no scientific evidence that vaccines cause these effects. The last thing millions of people that are hanging their hopes on returning to normal need to hear from will be the anti-vaxx crowd.
I'm simply saying that most people don't want to be Brad Pitt injecting himself with a virus and then walking through a corridor of zombies.

I think Gates is talking about how the vaccines will be distributed among countries not among Americans. He's probably talking about the fact that the Trump administration has been very aggressively trying to buy up the future outputs of all the likely vaccines even before they have passed the tests to make sure we will have enough for all Americans. There have been lots of complaints from WHO and the Europeans about this, but speaking as an American, I'm very happy about this, but Gates is very much a globalist, a loony liberal who lives in the loony state of Washington, who doesn't seem to understand that the US government was elected to protect the American people and not to sacrifice their welfare for the welfare of the rest of the world. I think Gates is talking about how the vaccines will be distributed among countries not among Americans. He's probably talking about the fact that the Trump administration has been very aggressively trying to buy up the future outputs of all the likely vaccines even before they have passed the tests to make sure we will have enough for all Americans. There have been lots of complaints from WHO and the Europeans about this, but speaking as an American, I'm very happy about this, but Gates is very much a globalist, a loony liberal who lives in the loony state of Washington, who doesn't seem to understand that the US government was elected to protect the American people and not to sacrifice their welfare for the welfare of the rest of the world. Biden like Gates is also a globalist, so if he should be - G-d Forbid! - elected, the first batch of vaccine will probably be sent to Iran.
