Can I troll for first readers?

I know I can advertise my own published works once they get published in my signature pretty much anywhere on the web but I was wondering can I solicit first readers here without breaking the rules? And if so where am I supposed to do that?

I think the basic rule is you can have a link to your site that says something along the lines of "My cool site" but your can't have posts that all they do is tell folks how cool your site is. No advertising spam in other words, but information available to those who want it.
