LOl! You do know that there are 50+ FEET of snow in the Sierras, right? That snow-melt has to go somewhere--so into the reservoirs is best--thus right now, excess rainwater has to go into the rivers and streams and hence into the ocean.
But let's not let the facts confuse you...again. I imagine you'd close the sluice-gates now..fill the reservoirs to the brim..and then criticize Cali when the Spring runoff wrecks the State~

You have the right idea here since the State was just very recently inundated with rainfall and with Spring in days from now the big warm up is coming will need to draw down as they normally do in my state around this time to account for the expected large inflow increase especially with an unusually wet snowy winter the Coast states enjoyed.

The Twitter video offered negligible background to the claim thus insufficient for anything.

The runoff will wreck the state regardless, and the reservoirs are still far too small to meet the requirements of the population. You voted for all that. It's your fault.

Despite both of those things, I’d rather not see Central California’s most renowned phantom body of water — Tulare Lake — lurch back to life. In writing this, I realize it might already be too late. Water from swollen Sierra rivers and creeks is already making its way toward the historic lake bed in Kings County. And this is probably just the start. An aerial photograph posted on Twitter by Justin Mendes, a regulatory specialist for the Tulare Lake Basin Water Storage District, showed a swath of agriculture fields in the former lake bottom covered in water. There are reports of flooded orchards almost as far south as Highway 46 in Kern County. And of course Lake Kaweah and Lake Success continue to pour over their respective spillways, forcing evacuations of downstream communities and contributing to flooded sections of Highway 99. Unless captured and diverted, all that water is headed for what used to be Tulare Lake. For the simple reason that there’s nowhere else for it to go.

I guess you never heard about when they have water and folks need it, they instead divert a lot of it to protect some insignificant fish or something which no one ever heard of or cares about.
 
Gov. Jerry Brown canceled the Auburn Dam Project in the 1970s based on a FAKE seismic report. (Sound familiar?) It would have added AT LEAST 20% to California's water storage capacity AND provided upstream overflow protection to Folsom Lake. Later, he approved the spillway in the picture which added NOTHING to water storage and cost MORE than the entire Auburn Dam Project. This is how politics work in California
