British Council Housing: What Is That About?

I have recently met someone on-line who is living in a Council House in the UK. I know nothing about such things and I am trying to work out if I should maintain contact with this person based upon her social standing and character. I have a suspicion that Council Housing is generally for people with alcohol, drug, criminal, or low-level of educational background. Am I making too much of it?
