The Vice President may classify documents...but does not have the power to unilaterally declassify them like the president.

But he could not take all of those documents on his way out of the WH, after losing the election. They belong to the Government.

Because for Trump, he was authorized to classify or declassify top secret documents under the Presidential Records Act because he was the President. He was given federal authority to have a SCIF ( Sensitive Compartmented Information Facility) built at Mar-a-Lago and keep documents there.

For Biden, the Vice President comes under the Federal Records Act where he doesn't have the authority to take classified or declassified documents with him after he leaves office, period.

Endless judgement.
We are yet to find out why those documents ended up staying where they were found in the case of President Biden.

And documents were found at his desk, in the drawers, in his 45 office.

Did he have the right to take any of the documents to MAL once he was not the President anymore? Or keep them and refuse to return them, after returning 15 boxes full of them without any complaints?

The 15 boxes and documents he returned by May 2021 were not HIS.

But all the documents found at MAL in August 2021 and later at the storage unit WERE his.

The Archivists could have convinced Trump that they needed the 15 boxes of material and he agreed to turn them over, while at the same time dubbing the other boxes personal papers that included copies of formerly classified materials that he had declassified.
