The helicopter routes in DC are for the most part over the Potomac. The accident occured on Helicopter Route 4. At that point the MAX altitude for them is 200 feet. The accident is being reported as occurring at 400 feet.In controlled airspace it is usually ATC error. The pilots simply follow orders in controlled airspace.

I flew on an Air Florida flight the very next week, and again, it was snowing. I watched out the window as they de-iced, and de-iced, and de-iced. I figured I was probably safer on that carrier than any other.It forever changed and improved plane deicing

How did you determine that of all the factors and changes impinging upon ATC over the years, that all reductions in performance are attributable to DEI policies? For example increasing passenger volumes, aging technology infrastructure etc.I'm a pilot. I have watched first hand the degradation of ATC quality as DEI has taken hold.
