Brazilian internet has no sanctions except for self imposed sanctions. But their military and government communications are dependent upon Musk and Starlink because it's much cheaper and more reliable than towers and telecom cables....especially to remote mountainous areas. (It's a jungle out there)
Besides, the Brazilian people are extremely resourceful at making anything work. VPNs are great for visiting banned websites your country bans.
