We in the UK knew he was not going to run for P.M., he was the Captain of EXIT and did a top class job, leaving the work to be done by the next leader. Cameron stated that he would be resigning this summer after winning the last election. The next leader was not agreeable to the public as much so they did not put themselves forward to lead the exit.
