A preliminary hearing is almost the same as a grand jury.

One is indicted by a judge.
The other is indicted by jurors.

Yes what you decided sounded like a state run grand jury, different then a federal grand jury

Yes they are similar but an indictment is not issued after a prelim hearing, the case simply goes onto a grand jury
